REGTESTS: mark sample_fetches/hashes.vtc as 2.4-only

Commit 9eea56009 ("REGTESTS: add tests for the xxh3 converter") introduced
the xxh3 to the tests thus made it incompatible with 2.3 and older, let's
upgrade the version requirement.
