CLEANUP: log: adjust _lf_cbor_encode_byte() comment

_lf_cbor_encode_byte() comment was not updated in c33b857df ("MINOR: log:
support true cbor binary encoding") to reflect the new behavior.

Indeed, binary form is now supported. Updating the comment that says
otherwise.
